Due to heavy rainfall, the short outfall has started discharging untreated, unscreened wastewater into Tarakena Bay at 12:20 pm on 6 July 2026. This discharge is currently ongoing and will likely be travelling around the coastline.

How does Tiaki Wai calculate water charges?

For the first year (2026/27), Tiaki Wai water services charges are calculated in a similar way to how councils calculated them previously, using a mix of fixed charges and charges based on the capital value of your property. This means that current charging arrangements vary from city to city.

There have been some minor changes to charging mechanisms to meet requirements of new water legislation. This includes establishing a consistent approach to stormwater, as Hutt City and Porirua City previously included stormwater in the general rate.

Charging only relates to water usage if a property already has an existing water meter that was previously billed by council.

*for properties in the commercial categories within the Hutt City Council area, an additional 50% is applied to the fixed charge per pan/water closet(WC) for the second and each subsequent WC or urinal connected to the wastewater system from each property.

  • Charge per dollar of capital value -  Tiaki Wai is continuing the councils’ practice of basing some parts of water services charges on the capital value of the property. Tiaki Wai plans to move away from CV-based charges in coming years.

  • SUIP - separate house or unit – this term is used to define separate habitable units, such as a flat, house or apartment (or for commercial properties, a shop or office), and is used as the basis for some fixed charges in Lower Hutt, Porirua and Upper Hutt.

  • Volumetric charging, known as usage charges   – these charges are per cubic metre (m3 ) of water used and only apply to properties with a water meter. For Lower Hutt and Upper Hutt, these charges only apply above a certain level of usage (equivalent to 187 m3 per day in Lower Hutt or 228 m3 per day in Upper Hutt) to reflect the value already paid via the fixed water charge.

  • Wastewater charges per pan/WC – Pan and water closet (WC) are different terms used to describe one toilet or urinal. While commercial properties may pay more if they have more toilets, residential properties in Lower Hutt, Upper Hutt and Porirua are charged for one toilet per house or SUIP (regardless of how many toilets are actually in the house).

  • Stormwater service zone - The stormwater service zone primarily includes properties within urban boundaries and specific rural areas designated for intensive subdivision development. Properties outside these zones, such as most rural properties, will not be charged for stormwater services.

Will the system change?

The long-term goal for Tiaki Wai is to ensure that charges for water services are consistent for similar properties that utilise comparable services, regardless of their geographical location across the service area.

This move toward a more consistent regional structure where water charges are ‘harmonised’ across the region is expected to happen no later than 1 July 2031. You will have an opportunity to comment on how and when this transition to a harmonised approach takes place, before final decisions are made.

The installation of residential water meters would in future allow all for charging to reflect water usage. This is several years away.
